Why the Newest Cards Can Have the Lowest Pops
A PSA population report is a count of cards graded at each grade—not a count of cards printed. For a new set, the submission pipeline matters: cards must be pulled, submitted, graded, and entered into PSA’s database. - Release timing: OP16 cards have had less time to reach PSA than OP09 or OP13 cards.
