Lowest One Piece Manga PSA 10 populations before OP17 featuring Borsalino, Sakazuki and Kuzan

The Answer in 20 Seconds

OP16 owns the bottom three.

Borsalino, Sakazuki, and Kuzan are the three lowest current PSA 10 populations in the 44-printing pre-OP17 scope.

The expensive trio is still tiny.

Red Manga Sabo, Ace, and Luffy sit at only 284, 301, and 313 PSA 10 copies, respectively.

Population is not print run.

These are graded PSA 10 counts. New cards can climb quickly as more submissions are processed.

The Seven Lowest Current PSA 10 Populations

The ranking below is ordered by current PSA 10 population, not price. PSA estimates and sales can move independently from population.

Borsalino OP16-073 Manga Alternate Art One Piece card
#1

OP16-073 · Manga Alternate Art

Borsalino — PSA 10 pop 219

PSA Estimate$1,349
Latest verified sale$1,450 · Sep 5

Borsalino is the headline. A modern Manga Rare sitting at 219 PSA 10 copies is exactly the kind of number that stops a collector mid-scroll—but it needs context. OP16 is new, so the population is more likely an early grading snapshot than evidence of a tiny print run.

Collector read: scarcity is real today; permanence is not yet proven. Track how quickly the population expands after the next grading wave.

#2

OP16-065 · Manga Alternate Art

Sakazuki — PSA 10 pop 238

PSA Estimate$1,530
Latest verified sale$1,675 · Sep 5

Sakazuki lands only 19 copies above Borsalino. The narrow gap makes the Admirals more interesting as a group than as isolated cards: collectors are looking at a matched modern trio with similarly early populations.

#3

OP16-063 · Manga Alternate Art

Kuzan — PSA 10 pop 246

PSA Estimate$1,561
Latest verified sale$1,880 · Sep 4

Kuzan completes the bottom-three sweep at 246. With only 27 copies separating the three Admirals, the visual and statistical story is unusually clean: one set, one character group, and three current populations below 250.

#4

OP13-120 · Red Manga Alternate Art

Sabo — PSA 10 pop 284

PSA Estimate$6,713
Latest verified sale$7,100 · Sep 4

Sabo is the lowest-pop member of the OP13 Red Manga trio. Unlike OP16, OP13 has had more time to reach graders, so a sub-300 population may carry a different kind of collector signal.

#5

OP13-119 · Red Manga Alternate Art

Portgas D. Ace — PSA 10 pop 301

PSA Estimate$8,517
Latest verified sale$9,500 · Sep 1

Ace crosses the 300 line by one copy. Its price is far above the OP16 trio, illustrating why population alone never explains value: character demand, treatment, set context, and completed sales all matter.

#6

OP13-118 · Red Manga Alternate Art

Monkey D. Luffy — PSA 10 pop 313

PSA Estimate$30,000
Latest verified sale$29,700 · Sep 5

Luffy is not the lowest population, but it is the price headline. PSA shows a $30,000 estimate and a $29,700 verified sale while the PSA 10 population remains only 313.

Collector read: this is the clearest reminder that the most valuable card and the lowest-pop card are not the same thing.

Gol D. Roger OP09-118 Gold Manga Alternate Art One Piece card
#7

OP09-118 · Gold Manga Alternate Art

Gol D. Roger — PSA 10 pop 337

PSA Estimate$16,446
Latest verified sale$18,200 · Sep 3

Gold Manga Roger closes the sub-340 group. Its older release window and flagship character status make its population more seasoned than the still-forming OP16 numbers.

Why the Newest Cards Can Have the Lowest Pops

A PSA population report is a count of cards graded at each grade—not a count of cards printed. For a new set, the submission pipeline matters: cards must be pulled, submitted, graded, and entered into PSA’s database. That makes low early populations visually exciting but structurally different from low populations that have remained low for years.

  • Release timing: OP16 cards have had less time to reach PSA than OP09 or OP13 cards.
  • Gem rate: print quality, centering, and surface issues affect how many submitted copies earn a 10.
  • Submission incentives: collectors grade cards when the expected value justifies the cost and wait.
  • Variant separation: original, PRB, Red Manga, and Gold Manga printings have separate PSA populations.

Methodology and Scope

Snapshot date: September 6, 2026. English-language One Piece Card Game printings released before OP17 only.

Included: Manga Alternate Art, Red Manga, Gold Manga, Original Manga, and relevant PRB Manga printings. Separate PSA-recognized printings are ranked separately.

Excluded: Japanese cards, OP17 and later, and fan-labeled “Event Manga” cards that do not belong to the same PSA-recognized Manga-printing scope.

Price basis: PSA Estimate from the cited PSA certification page. “Latest verified sale” means the most recent PSA 10 comparable sale visible on that page at verification time.

Important: PSA populations and estimates can change daily. This report is a dated collector-market snapshot, not proof of print run and not financial advice. The TCGplayer-hosted artwork shown above may include a SAMPLE overlay; each direct PSA link is the authoritative population and sales source used for the ranking.

FAQ

What is the lowest-pop PSA 10 English One Piece Manga card before OP17?

Within this 44-printing scope, Borsalino OP16-073 Manga Alternate Art is the lowest at 219 PSA 10 copies as of September 6, 2026.

Does a low PSA 10 population mean a card has a low print run?

No. PSA population measures graded copies by grade. It does not reveal how many cards were printed, opened, or remain unsubmitted.

Why are the OP16 Admiral cards so low?

OP16 is new, so Borsalino, Sakazuki, and Kuzan have had less time to move through PSA’s grading pipeline. Their current scarcity is real, but the population may grow faster than older cards.

Why rank PRB Manga cards separately?

PSA recognizes Premium Booster Manga treatments as distinct printings from the originals. Collectors should compare exact variants, not combine every card with the same character and card number.

How often should this report be refreshed?

New-release populations can change quickly. Recheck the cited PSA pages before buying, selling, or quoting a specific count.
